Abstract
The concept of sustainable development reflects the common, fundamental needs and interests of the human, and the values of sustainable development can not put aside the interests of the human, so, the fundamental interests of mankind are the ultimate value of sustainable development. However, sustainable development with the overall interest of human and the fundamental interests as its ultimate values can hardly effectively implemented and achieved in existing framework of markets and governmental. Facing market failure and government failure, sustainable development calls for public active, broad and deep participation.
