Abstract :
Electromagnetic pollution emission right trade is a valid method to manage and control the electromagnetic pollution under total emission control, and initial allocation of emission right is the premise and basis of it. The paper elaborates three patterns of the initial allocation, they are free allocation, allocation of paid and the mixture of the two, and it also proposes a method of calculating the proportion of free allocation under the mixture.
