Abstract :
Among the less orderly problems are those with various combinations of multiple decision-makers (and/or multiple objectives) interacting with characteristics which may be poorly defined and unclearly related. One method that has been applied to a variety of these kinds of problems is referred to as parametric factor evaluation. A summary description of the method is presented together with a brief review of the history of its use in two different settings: government systems acquisition and academic evaluation of proposed research and project designs
