Abstract :
The authors develop a new congestion control framework for BISDN (broadband integrated services digital network) based on distributed source control. The proposed framework is applicable to virtual-circuit-based services as well as datagram-oriented services. The proposed congestion control strategy is a hybrid scheme that combines the advantages of circuit-switched networks (rate control) with the variable-bandwidth and soft-overload features of packet networks. The approach is simple, robust, easy to implement, scales as the delay-bandwidth product increases, and is compatible with the asynchronous mode of transport being proposed for BISDN
