Abstract :
Over the years, government mainly adopts penalty as a tool in the administrative management, but it lacks scientific management to measure the amount of penalty. This has a negative impact on the reputation of government and management efficiency. Applying Markov chain to resolve the decision problem of the amount of penalty can provide a quantitative basis for the government penalty management. This paper provides a favorable scientific management idea for government administrative management by application research on the city parking charge which is a widespread problem in our country at the present stage.
