Establishing Scientific and Reasonable Performance Evaluation System of Fiscal Expenditure on Science and Technology - A Study Based on the Current Performance Evaluation System of Fiscal Expenditure on Science and Technology of Zhejiang Province

The performance evaluation of fiscal expenditure on science and technology is an indispensable work in the management of science and technology. However, through analyzing the current situation of the performance evaluation system of fiscal expenditure from Zhejiang provincial government on science and technology, we´ve identified the following problems: the evaluation attitude proves to be eager for quick success and instant benefits; be lack of independent performance evaluation organizations; the evaluation system is incomplete, lack of separate evaluation system with strong pertinence. Therefore, it´s time to sort through the minds for the purpose of establishing the performance evaluation system of fiscal expenditure on science and technology; meanwhile it is necessary to design organizational architectures and systems for the government and consummate its methodology system.
