Research on Civil Servants´ Tacit Knowledge Management Based on Topic Map

As the tacit knowledge of the civil servants is an important part of the total knowledge in government, tacit knowledge management becomes significant for government to improve their work´s effectiveness. In order to realize the purpose of civil servants´ tacit knowledge management, this paper proposed a management method for the tacit knowledge of civil servants based on topic map. The thought of the Codification Mode and Personalization Mode was integrated into this method, which first obtained information about civil servants´ tacit knowledge through various channels, and then based on this information to construct topic map. People, who want to get some tacit knowledge from other people, can first search the topic map to find the person who possesses it, and then get it through interaction with him. Through this method we can manage civil servants´ tacit knowledge effectively.
