Abstract
Long-term care (LTC) in the UK represents a substantial fraction of the total NHS non-pay spend. Given potential future shifts in social demographics and population aging, serious questions are raised about its future financial sustainability, both in the UK and abroad. Historically analysis of the future potential impact has been conducted at the national level, yet in practice management of the LTC system is devolved to much smaller planning units, whom frequently have greater local knowledge but less resources dedicated to future planning. We propose a web-based system for local planners, developed using the model-view-controller paradigm, that provides support for long-term decision making and analysis of both current and expected future resource usage.
