Abstract
A framework for gathering data from software projects was deviced to compare different development methods and tools and identify those that enhance developer productivity and product quality. Criteria for selecting metrics to characterize the software development process are defined. Both quality and productivity metric classes are reviewed. A prototype for gathering data and analysing productivity across projects is described, and future directions based on experience with the prototype are discussed
