Study on Establishing the Ensuring Policies of State-Owned Forestry Tenure System Reform Based on Forest Sustainable Development

State-owned forest property system has broken the state of a single operating management mode. It has formed the state of the private property of the diversity of management body , it provides the opportunity and challenges for the sustainable development of state-owned forest resources . The natural trait of forest resources is not suitable for the implementation of the decentralized family management, but in view of the development of country and the state-owned forest resources and implement the reform of the state-owned forest property system is an effective measure for solving all problems and conflicts of state-owned forestry development. From the complication of state-owned forest resources, it needs government´s policy of effective control to reform for the State-owned forest property system to ensure success ,at the same time, it can protect forest resources´ sustainable management .The essence of state-owned forest property system reform should be to improve forest management efficiency. Therefore, it needs to establish, and gradually perfect the relevant policies, institutions and protect forest sustainable management and ensure the success of the reform of state-owned forestry right.
