Abstract
In the background of the research and construction of smart grid, a discussion on determining the grid´s maximum loading index is presented. Feasibility of dealing with peak load by demand response is analyzed based on risk theory in order to defer upgrading generation, transmission and distribution facilities, optimize electrical resources and reduce the impact to environment.
