With the rapid development of IPTV technologies, traditional cable TV operators are facing fierce competitions from telecom operators who are gradually adopting the IPTV technology step by step. On the other hand, cable TV operators are also on the way to become triple-play service operators. For these reasons, being served as a solution, this paper proposes a novel IPTV framework for the traditional cable TV operators. The proposed IPTV framework is based on the existing network infrastructures of the cable TV operators. Cobb-Douglas models are used to analyze this IPTV framework. The benefits of the proposed IPTV framework are obtained. Some open issues and future works are given in the conclusion part of this paper.
