Abstract :
It is argued that the true measures of a system include many different factors relating to technical performance, system effectiveness, life-cycle cost, supportability, etc. All of these factors, as applicable, must be considered on an integrated basis, and must be addressed early in the system design process. Otherwise, as in the past, many of the systems being developed will be found to not meet the intended requirements, nor be cost-effective in terms of customer utilization
