At last, the thesis bring forward that government ought to guide coal enterprise manage seeking sales maximization, but be no profit maximization, thereby government should formulate the coal enterprise´ Safety -Energy Conservation and Cut-downing Blowoff policy according to coal enterprise target, that is beneficial to coal enterprise´ increases Safety -Energy Conservation and Cut-downing Blowoff Invests, at the same time, which is beneficial to controlling coal output and price , beneficial to health develops for our country coal industry.
