Abstract :
E-Government is a new form of government organization and administrative mechanism of public affairs, where the government´s public sectors realize digitalized and information-based government affairs by means of network communication and other electronic technology, administrate public affairs, and provide public services through network. It is citizen-oriented and regards the improvement of government´s public services as the core value. The process of promoting the e-Governance is a process of organic combination of application of computer network technology and new government´s administration philosophy, normal forms of services and value goals for adjustment and improvement of the government´s administrative organization. As e-commerce has created new commercial environment for most sectors including many traditional sectors, it is expected that the internet technology will bring deep changes for the provision of public services by the government. Though internet technology performs taxation, law enforcement and even defense and other functions for the government and plays a certain role in political process and connection between the citizens and their representatives, how the internet technology can be widely applied to provide public services remains an issue to be developed and perfected. This is not simply an issue of technology application.
