Abstract :
The cooperation between government and non-profit organizations is formed in the process of cognitive development and interaction. In reality, there are various relationships such as rivalry, competition, independence, dependence and cooperation. Though the cooperation of government and non-profit organizations in china is in the primary stage, the strategic and collaborative partnership will be formed if they can stick to interaction under the guidance of public interests. As for the government, it is necessary to change the positioning for the non-profit organizations, complete the legislation for the development of non-profit organizations, reform on the "government-run" organizations and promote the development of grassroots ones. While the non-profit organizations should strengthen their institutional improvement, seek for service places and define service objects, play the role of expressing interests to become one channel for the public to express their interests and reduce the response cost to the public services provided by the government, and take the responsibility of production and supply of some public goods such as policy making.
