The application of reuse partitioning is considered for a cellular system in Toronto, Canada. The author investigates the concept of controlled traffic overflow from the inner tier as a means of increasing both capacity and voice-channel utilization of a cellular system. A method for prediction of load distribution within a tiered cell is provided
