Abstract
It is suggested that to improve efforts with quality cost reporting, the most important thing is to concentrate on building a strong foundation up-front, prior to starting the program. In order to do this, it is necessary to consider the basic questions of why, where, when, and how to do quality cost reports, who should do the reports, and how to identify quality cost. A thorough analysis of these basics is presented
