Abstract
Presents an analytical theory and millimeter-wave experiments for polarimetric scattering by two-dimensional, lossy dielectric rough surfaces with rms slopes of order unity. This is the region where backscattering enhancement takes place. The theory is based on the first- and second-order Kirchhoff approximations with shadowing corrections. The authors present analytical and experimental results for the co-polarized and cross-polarized scattering cross sections, showing the enhancement due to the multiple scattering on the surface. Calculated results agree well with the millimeter-wave experimental data
