Abstract
The reform of administrative examination and approval system is the key of administrative system reform in China. In this paper, we apply the theory of business process reengineering in 1990s in the western countries to analyze the problems in the process of administrative examination and approval system. We also explore the internal and external impetus in China to deepen the reform of administrative examination and approval system. This paper suggest that the path of the administrative approval system reform in China is to deepen “process reengineering” reform on government halls in local governments, and perform the “one-stop” service, in order to maximize the economic and social vitality, provide a transparent, convenient, low-cost, high efficiency, and healthy government for the economic and social development in China .
