    After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

    New Subsidy policy has greatly facilitated most college students, meanwhile, it has enormously changed colleges´ subsidy pattern, exerted an overwhelming impact to universities´ education management and cultivation of talents, caused confusion in mind among some students. Therefore, colleges have to keep pace with the times and take active and effective measures so as to reinforce the ideological and political education of college students, regulating original subsidy system and cultivation ways, fully displaying the inspiring-oriented function of new subsidy policy.
