After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Urban underground pipeline is an important part of urban public infrastructure, and it is lifeline of cities. Application education of urban underground pipeline management also was important to urban underground pipeline manager, and we could manage underground pipeline efficiently when we depended on point-source information system. The paper introduced structure of point-source information system, and introduced how to establish urban underground pipeline management information system. The urban underground pipeline management information system could complete the application education of urban underground pipeline management. Finally the paper provided a preview and conclusion of urban unde.
