Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

It´s the key point to inspire the initiative of university students during educating the innovation ability. What is called “Initiative Practice” is relative to “Passive Practice”, refers to let the students themselves truly participate in social practice as far as possible. The author takes the practice theory as guiding theory, takes the educational reform of Economic Major Students as breakthrough point, making full use of the race of Case Study and The Case Competition´s advantages, establishes the education atmosphere to guide the student participating on themselves which to found a training pattern base on students themselves and their enthusiasm.
