Abstract :
U.S. House of Representatives issued "U.S. Clean Energy Security Act" at the end of June 2009, which authorized the U.S. government to impose carbon tariffs on the imports of some countries, including China, which does not limit carbon emission. Since the majority of China\´s exports are high energy consumption products, it would be very detrimental to China\´s economic development if developed countries impose carbon tariffs. China should actively participate in the criterion of carbon tariffs imposed, and take carbon tariffs as an opportunity to develop a low carbon economy through technological innovation, industrial restructuring, development new energy measures and so on.
