Abstract :
The paper reviews the commercial background of satellite telecommunications services in the 90s and beyond. Suppliers of satellite services and infrastructure are faced with regulatory obstacles. These obstacles are described. First the general regime for the establishment of satellite services and systems is analyzed. This is followed by an evaluation of the regulations of the European Union (EU). Finally the institutional framework and the licensing system for frequency coordination are described. Although global communications require a global regulatory and licensing regime, some emphasis is put on the European perspective, in order to show what difficulties are encountered even when countries are absolutely serious about getting together
