Abstract :
Cross-border transmission rights have to be firm after its nomination has been done. The real-time congestion should have no influence on previously allocated PTRs, and network problems should be relieved with the combination of the different measures which are the most efficient and cost less. The flow-based coordinated auction, which introduces techno-economic criteria for selection of requests for transmission capacities, has been used for capacity allocation analysis. It allows a better representation of cross-border electricity transactions, influences on transmission network and helps TSOs to foresee better future network conditions. In this paper, the allocation of cross-border capacity on the different time-horizons has been simulated, taking into account agreed maintenance periods for transmission lines and power plants. Different numerical examples have been analysed and comparison between physical and financial firmness has been performed.
