Abstract
This paper addresses the problem of video coding for storage applications. Storage applications require several features to a coding scheme such as robustness to dubbing, trick modes and the possibility of progressive transmission with an exact rate control. A coding scheme is proposed which is robust to dubbing for an unlimited number of iterations. Furthermore, it is shown that an exact rate control with possibility of progressive transmission is achieved. Simulation results for a compression ratio of 2:1 and 4:1 are presented
