Abstract
In this paper we address the problem of cell loss measurement in an ATM environment. The measurement of the cell loss process shows that the quality of service (QoS) parameters, defined by the standardization bodies, may be improved when taking into account properties of different time-scales. Measuring the cell loss by a moving average allows to capture short term behavior of the essential QoS parameters. This enables elaboration of methods for instantaneous performance improvements on the network layer as well as on the service layer
