Abstract
This paper considers a rate-based congestion control framework which makes use of traffic estimation and feedback information for dynamic access regulation in high-speed network interconnection. A Markovian fluid-flow model is used to characterize the rate-based control mechanism. The approximate analysis provides a manageable tool for dimensioning the network and control parameters. Simulation results are used as a frame of reference for assessing the accuracy of the approximate analysis
