Abstract
The paper examines the method of parameter negotiation at connection set-up being proposed in the draft version of UNI 4.0, and introduces the ATM Forum proposal for parameter negotiation, and its shortcoming. An alternative is proposed to alleviate the effects of that shortcoming, especially under congested network conditions. Both of these methods are simulated for the purpose of comparing their performance. In our opinion, future implementation of this protocol will result in less uncompleted calls due to a mismatch of end-user resources, especially mobile and PCS users
