  • Abstract
In order to deal with the increasing frequency and complexity of disasters (natural or man-made), forward-looking emergency agencies are developing service-oriented architectures able to integrate innovative solutions for their evolving operational requirements. This paper articulates the vision, principles and methodology of an architecture framework - based on TOGAF - to guide an architect from the challenges his organization is facing to the selection of the most adequate solutions.
