  • Abstract
    The paper focuses on rate-control scheme for H.264 and proposes an improved scheme on Basic-Unit layer, which consists of two steps. Firstly, the new scheme takes account of the relative MAD-complexity of Basic-Unit (BU) and modifies the original scheme of average-allocating-bits in BUs. Secondly, considering the scene-change, it modifies the liner prediction model of MAD. The tests prove that the improved scheme on Basic-Unit layer can predict MAD more accurately and get better subjective quality with PSNR slight raise by about 0.4db.
