Abstract :
The purpose of this paper is to identify research issues in surveillance theory for C3 systems. The approach is to first develop an abstract formulation of the surveillance problem as a hybrid (continuous/ discrete) distributed state estimation problem. Next, a framework for analyzing architectural issues important in C3 system design is suggested. Some features of the problem formulation and the architectural approach are then illustrated by technical examples. Finally, the conclusions that can be drawn at present and the issues to be addressed in the future are summarized.
