Abstract :
This paper introduced VWF for streaming SVC-streams over OFDMA downlink channel. In order to minimize average video distortion, VWF iteratively obtains user weights by considering RD properties of SVC-streams. It is discussed that minimization of average video distortion also provides fairness among users in terms of video distortion. VWF improves average PSNR over PWF by 2dB, maintaining fairness (in terms of standard deviation of MSE) not inferior to PWF which is designed to provide proportional fairness.
