Abstract
A decentralized control strategy, based on the one step delay sharing information pattern, is proposed for controlling terminal access in a multi-access broadcast network. A Markov chain model of the system is calculated and the infinite time problem of maximizing average throughput is formulated and analyzed using decentralized control theory. Optimal control policies are shown to be extreme and stationary.
