Abstract :
This paper suggest the utility of cooperation in the emergency management of water disaster, and build a behavioral game model for emergency management of water disaster based on the centipede game. On this basis, this paper introduces the concept of player´s collective action area of cooperation, and reveals that the player´s utilities of cooperative actions determine the variation of cooperative action area. The Model results show that the mean level of the player´s cooperation utility will rise proportionately to their sustained cooperative action.
