Abstract :
City Emergency Response System (CERS) is an information system for the government providing emergency relief services to the public by coordination of various departments. Based on the trunking communication system in CERS, the paper analyzed the transmission channel, establishing the mathematical model of Rayleigh fading channel in communications, and analyzing the second-order statistics and the mean square error for the trunking communication system in CERS. The results of MATLAB Simulation show that establishment of Rayleigh fading channel mathematical model for the trunking communication system in CERS can be benefit to improve the communications quality in CERS, it provides a good research direction for the trunking communication system in CERS.
