Abstract
Brazil is looking for a new development model, a model that makes the expansion of opportunities to learn, to work and to provide the basis for economic growth. The construction of this model depends on institutional innovations in various sectors of public policy, such as the applicability of complex systems models. It is important for these to have positive results in the strategic planning of organizations with emphasis on issues related to Management by Results, aiming at the improvement of public services in the face of demand for services higher than installed capacity.
