Abstract
The communication means of emergent public crisis, which is based on fixed networks of the first generation formed by broadcast, papers, public display and other mass media, has being transmitted to mobile multimedia networks of the second generation via 3G mobiles, notebook computers and other mobile multimedia. Mobile multimedia plays a special role in the spread of public emergency: relieving the pressure of paroxysmal public crisis communications and timely transmitting accurate information; conducting social mobilization and integration effectively; dissolving the risk according to the process of public emergency, etc. Therefore, it is necessary to construct the decision-making system of mobile multimedia information for emergency control, thus improving the level of crisis management.
