    The usability characteristics of a software system and the related issues need to be recognized and addressed sufficiently early in its development cycle, and in the requirement identification stage. A discussion is presented of one type of usability requirements, referred to as user requirements, which have particular significance for the various operations support systems that are being developed at Bellcore.
