Abstract
The usability characteristics of a software system and the related issues need to be recognized and addressed sufficiently early in its development cycle, and in the requirement identification stage. A discussion is presented of one type of usability requirements, referred to as user requirements, which have particular significance for the various operations support systems that are being developed at Bellcore. The concepts presented apply to software systems in general
