            Abstract : 
A new rate control algorithm based on type selection procedures is proposed. Three type selection procedures are employed in this synthesis. The two bits prediction modes included in these procedures, i.e., variance-based and activity-based and activity-based prediction model, are also developed. In addition, a rate control scheme based on the stable buffer status is developed while comparable coding performance to the traditional linear rate control algorithm can be achieved.
