Abstract :
Key elements of Hawaii´s strategy for ocean industry development are outlined. In that context, multiple ocean industry portfolio models and a growth scenario covering the period 1981-98 are discussed. This is the most comprehensive data base known to exist depicting regional ocean industry development. Promotional activities and outputs are listed, effectiveness is indicated and best estimates of the state´s return on investment are provided. The guiding philosophies of industry partnering and sustainable resource development are emphasized
