    According to the nonlinear, time varying, multiple variable and non-minimum phase characteristics of the turbine governing system, this paper takes advantage of the nonlinear transformation characteristic and highly parallel handling ability of the neural network to resolve the problem of nonlinear simulation of the hydroturbine governing system
