Abstract
In Norway, the National Assembly, the Government and the dominating employer and employee organizations apparently work together to prepare a Law on Continuing Education or Lifelong Learning. This effort is driven by the wish to meet world competition on the terms of a small country to maintain the level of the welfare society of today. A recent Telemark pilot project among small and middle-sized firms tends to confirm the need for such action, and that the time may be well chosen. If the National Assembly passes such a Law, the universities and colleges will have to face new and interesting challenges
