Abstract :
The digital divide is mainly located in the so-called “market failure” areas because the high infrastructure costs and lack of market demand make difficult to find sustainable business models. This work identifies a possible solution by developing a technical and economic model characterized primarily by the reuse of existing infrastructures. This model enables ISPs to provide broadband services in digital divide areas through existing broadcasting infrastructures. The broadcaster could make available also a part of his transport network capacity to ISPs allowing them to carry traffic towards the Internet Exchange Point.
