Abstract
Although cell planning techniques have been widely applied, these formulations generally assumed static demand traffic, and either the average or worst case values are used in the design. Further, the impact of user mobility is usually ignored. We use examples to illustrate that better radio resource usage is possible by incorporating the time-varying traffic in the design, and that the user mobility can be similarly converted to multi-period optimization problem. We next formulate the one-dimensional cell planning problem, and demonstrate how it can be converted into a binary linear programming problem before solving for the optimal solution.
