Abstract :
In the last half decade or so the effective bandwidth (or rate) has emerged as a potentially valuable congestion measure in high speed communication networks. However it depends on unknown statistics of the traffic process and so there is a need to estimate it and related quality of service statistics in real time. We develop a fully adaptive procedure and discuss its convergence and performance
