Abstract :
Power system state estimation (PSSE) has been implemented on a large scale in many electric utility energy control centers (ECC). The paper argues that this step consititutes a first generation of state estimators. Ultimately, more advanced estimators will perform their intended function for providing "complete" state information for the multitude of control and decision functions in a power system. PSSE research and development, however, has identified key design and on-line application issues which are only partially resolved. More effort is needed in algorithms, bad data detection, network observability, meter placement, parameter estimation, and post mortem evaluation. The paper delves into accomplishments in those areas with an eye on future developments.
