Abstract :
With the issue of Normative Resolution n°024 of January 27, 2000, the National Agency of Electric Energy - ANEEL redesigned the rules in dealing with electricity supply continuity. One of the focal points is the ability of dealers to group consumers, considering its electrical characteristics, O & M system, and the possibility of avoiding unnecessary investments in networks, which overtax the electric energy bill. This paper attempts to combine the utility consumers in sets that minimize the risk of penalties and network investments. This problem is a partitioning problem, similar to the redistribution of voting districts in the U.S., known as “Political Districting”. In order to solve the combinatorial explosion problem resulting from the possible areas combinations and minimization of penalties, the model proposed in this paper uses evolutionary computation techniques.
