Abstract
In this paper, the ATM performance parameters cell transfer delay (CTD) and cell delay variation (CDV), being monitored for in-service measurement or estimation by the operation and maintenance (OAM) system, are proposed to be used to compute the time and frequency off-sets of the local clock relative to a differential-GPS based reference clock, in order to synchronize a local clock
